Nurse of the Year – Nursing Excellence

If you've ever been to a hospital, chances are you were probably helped by at least one nurse. Nurses go into the profession with the knowledge that they will be helping others, which makes it a very rewarding career.

The nurse of the year award at Children’s Hospital honors nurses who elevate the profession of nursing. The ultimate results are positive outcomes for patients. Their practice is evidence-based and quality outcome-focused.

Children’s nurses contribute to their profession by providing excellent patient care and supporting their professional practice. Nurses who exemplify excellence are nominated by their peers and colleagues for their contributions to the practice of nursing.

The accomplishments of these individuals were many. One nurse was selected in each of the following categories: clinical practice, education, advanced practice and administration/leadership. It is Children’s honor to recognize the following individuals in 2012:

Nurse of the Year 2012 – Administration/Leadership

Tonya Shaw, BSN, RN, CNOR - Surgery Supervisor

Tonya Shaw is a nursing professional. She has been in the supervisor role in surgery for just over a year and during this time has accomplished much. She works under the guidelines of Association of Perioperative Registered Nurses (AORN) standards and Hospital policies and expects her staff to do the same in order to provide a level of care that contributes to the safety and wellbeing of our patients.

Shaw has several leadership qualities. She has the ability to bring staff to a high level of professionalism without them realizing she is doing it. Because of this she is able to influence staff to be the best they can be. Besides her communication skills, Shaw has demonstrated great follow-through. This quality is very important to staff.

Some of Shaw’s significant contributions are as follows:

  • Participated as a point person for the west expansion between staff and the construction team.
  • Facilitated the performance improvement initiative in the perioperative department on first-case time starts, which brought the team to the goal of 75 percent.
  • Served as a co-lead in providing education for the pediatric nurse extern (PNE) in the operating room (OR).
  • Assisted with AORN’s yearly Open House for which the public was invited into the operating rooms to experience what happens during surgery.

Shaw’s community service is demonstrated through her involvement with her church. A couple of years ago, she went to South Africa to participate in mission work. She describes that experience as one of her lifetime highlights. Shaw has also held positions on the Board of the Association of Perioperative Registered Nurses (AORN) as well as vice president in charge of the educational lectures at the monthly chapter meetings.

Nurse of the Year 2012 – Advanced Practice
Tracy Chin, MSN, RN, CPNP - Nurse Practitioner, Urology Practice

Tracy Chin has made invaluable contributions to patient care. According to the physicians she works with, she far exceeds expectations of her training and provides excellent care. Chin goes to great lengths to ensure she is up-to-date with patient management. She spends a great deal of time with each patient, providing individual care and attention. She works tirelessly into the evenings to ensure follow-up on any investigation, and will call during the evening hours to communicate the proper information to parents regarding their child.

Chin has worked for many years in family practice providing holistic healthcare to children from birth to age 21. She has brought her knowledge and experience with her to Children’s urology practice and significantly exceeds patient and family expectations.

As part of the urology practice, Chin not only works in the clinic here at Children’s, but also extends her expertise to the Modesto Pediatric Subspecialty Center. She also is very involved in Children’s inpatient care setting to make sure each patient is seen daily while in the Hospital and nothing is missed.

The following are some of Chin’s noteworthy accomplishments:

  • Created postoperative education information handouts for families
  • Provided physician education on the computerized provider order entry (CPOE) training and was always available to answer questions and provide coaching sessions
  • Coordinated education for the pediatric nurse practitioner program in the Central Valley
  • Functioned as a clinical nursing instructor for California State University, Fresno (CSUF) pediatric rotation at Children's Hospital
  • Provided annual sports physicals for students at Clovis West High School

Chin is a member of the Nurse Practitioner Council and the San Joaquin Valley Chapter of the National Association of Pediatric Nurse Advanced Practitioners (NAPNAP). She serves as program chair and vice president of the California State University, Fresno Nursing Alumni Association. She is also a past-president of the nursing organization, Sigma Theta Tau, Mu Nu Chapter, and is a member of the Association of Pediatric Nurses (APN).


Nurse of the Year 2012 – Education

Stacie Licon, MSN, RN, CNS, CPN - Perioperative Coordinator, Perioperative Services

Stacie Licon is a perfect example of what a nurse should be, especially one who takes care of you or a loved one. As a patient advocate, she follows up on needed care. She also demonstrates being a team player by assisting those around her so that the patients receive the best of care. As the chair of the Practice Council, she watches over the numerous policies that are developed or updated for the Hospital. These policies are the guidelines for which care is provided to our patients.

Licon is also an advocate in referring to standards and to Hospital policies. She frequently reviews the standards as set by the American Society of PeriAnesthesia Nurses (ASPAN) and by the Association of Perioperative Registered Nurses (AORN). She encourages staff to do the same.

Licon believes in the importance of education. She has recently completed the Master of Science in Nursing with an option of clinical nurse specialist program at California State University, Fresno. Education for the staff and families is important to Licon as well. Her calm demeanor provides a sense of comfort to all. Her professionalism provides an environment where all can feel safe to ask questions and learn from her.

The highlights listed below are some of Licon’s accomplishments:

  • Functions as the education coordinator for the Post Anesthesia Care Unit (PACU)
  • Assisted in the development of the Perioperative Core Curriculum for the organization
  • Serves as the chair of the Practice Council, and as such, has guided many policy updates through evidence-based research
  • Developed an educational program for the public on the dangers of small batteries around children

Licon has been a member of the American Society of PeriAnesthesia Nurses (ASPAN) and the PeriAnesthesia Nurses Association of California (PANAC).


Nurse of the Year 2012 – Clinical Practice

Theresa Rose, BSN, RN, RNC-NIC - RNIII Neonatal Intensive Care Unit

Theresa Rose has taken the lead on providing essential developmental care with regard to positioning of infants in the neonatal intensive care unit (NICU). With her diligent implementation of specially-shaped bean bags for our infants, our children have rounder heads and the best potential for appropriate brain growth. The bean bags also decrease the need for additional medications and sedation as the positioning helps calm the baby. Rose is also instrumental in the next phase of developmental needs for babies and is exploring evidence-based developmental care programs for the unit to improve the developmental milestones of our babies. Rose is an advocate for Kangaroo Care (skin-to-skin between parent and baby) and breastfeeding.

Rose helped institute and educate NICU parents on appropriate positioning with the bean bags as well as provided supporting documentation as to the benefits for patient care. In addition, she has helped train staff to communicate the benefits to parents at the bedside. Rose is meticulous in explaining nursing care to parents and families who are worried about having a child in the NICU. She provides a thorough explanation and instructions about the importance of continuing care upon discharge.

Rose has mentored and led senior focus students and is an active preceptor for our new orientees in the unit. She continues to be selected as one of the top preceptors as orientees relate and learn well from her teaching style. Rose was also selected to be a part of a “device” committee to investigate potential new computer devices. She is passionate about patients, families and outcomes related to care.

A synopsis of Rose’s accomplishments is as follows:

  • Provides education to staff in NICU on appropriate bean bag positioning
  • Mentors senior focus students
  • Precepts new NICU employees
  • Provided budget savings for the cost of the bean bags by obtaining assistance from the Guilds to hand-make the bean bags
  • Established fundraising for materials utilized in the making of the bean bags
  • Tracks outcomes of Children’s patients on bean bags as they go through the High Risk Infant Follow-up Clinic

Rose is an active member in the community and is a member of the Central California Association of Neonatal Nurses (CCANN).


Friend of Nursing Award
Annually, a friend of nursing is recognized for his or her contributions and support of nurses in the provision of patient care, and/or the development of processes to enhance the professional work environment for nursing.

Kellie C. Dyer, MBA - Director, Materials Management

Kellie Dyer was destined to work for Children’s Hospital when she began her education in nursing. Although she changed majors and graduated with a Bachelor of Science in Health Care Administration, she gained work experience at several hospitals in Southern California, completing a Master’s in Business Administration degree. She joined Children’s Hospital in 2006. When asked why she came to Children’s she said that it was a prestigious organization, a Magnet hospital, located in the Central Valley and a place that really cared about kids.
Although Dyer’s official role as director of materials management is not directly linked with nursing, her commitment to patient care is clear. It didn’t take long for Dyer to become involved in activities throughout the Hospital. She recognizes that materials management plays a critical role in providing safe and efficient patient care. Having “child-sized” supplies and devices or the correct vendor available when needed is important to the health and wellbeing of sick and injured children. Nurses may not be aware of Dyer’s role in ordering and delivering supplies, but they do know how important the supplies are to the role as caregiver. She is a role model as she skillfully supports the professional practice of nursing.

Dyer’s participation on the Directors Forum and in Patient Tracers increased her visibility in the Hospital and in patient care areas. She has earned respect from her colleagues for her willingness to expand her knowledge-base to documentation, medication management, and other patient care related processes. This increased knowledge has enabled her to participate in patient tracers as a team lead and she remains a strong example of a nonclinical staff member, providing support in nurse dominated areas.
Dyer offers friendship to nurses through her professional and respectful collaboration. She is willing to go the extra mile to ensure nurses have all the supplies they need to take care of kids.
Dyer plays a strong role in financial stewardship by researching and purchasing quality products for safe and cost-effective care. She understands the fine line between providing clinical care and financial cost. Dyer was instrumental in developing the Value Analysis Steering Committee. This multidisciplinary team collaborates to identify the best value alternatives, materials, processes and systems with the potential for cost saving measures. She also takes responsibility for working with patient care directors and their staff to gain acceptance of a new process or product.

Dyer has represented the Hospital in several community venues such as Leadership Fresno, community activities (such as health fairs, parades, etc.) and as chair of Children’s Hospital’s Association Supply Chain Forum. A former college athlete, Dyer serves on the Board of Directors for the Fresno County Athletic Hall of Fame and participates in the Alumni Association of Former Athletes. She is currently representing the Hospital in a March of Dimes fun(d) raising project by leading the Holy Walkamolies, a world-famous walking team.
